The Council’s Planning and Environment Committee, Traffic and Works and Licensing Sub-Committees, Ward Councillors and officers have responsibilities and decision making powers to contribute to the outcome of planning applications, cleansing and licensing policies, highways maintenance and traffic matters and the framework for future land use and development policy in a document entitled the Unitary Development Plan.

Covent Garden Area Trust

The Covent Garden Area Trust has specific powers and duties in particular over lease use clauses, for the ‘protected lands’ of the Central Covent Garden Area, (formerly owned by the Greater London Council). Applications for changes affecting the area must be referred to the CGAT for consideration and their views form an important part of the approval process especially for the Market Buildings.

This local community organisation was pivotal in the campaign to save the Covent Garden area from comprehensive redevelopment. It is consulted by the City of Westminster on a variety of matters including all planning applications.

Department of Environment National Heritage

These Central Government Departments determine matters of planning policy relating to historic areas, appeals against refusal of planning application, listing of historic buildings and consideration of some major developments, in addition to the administration of some grant aid
funding.

English Heritage, London Region

This body of specialists in historic buildings and conservation matters is consulted on most listed building and Conservation Area matters as part of the decision making process for planning applications. In addition to its custodial responsibilities for nationally important buildings, English Heritage also provides good practice advice for the protection and enhancement of historic buildings generally and some grant aid for improvements. English Heritage London Region is also responsible for providing archaeological advice and guidance to the City of Westminster, developers, property owners and members of the public.

English Historic Towns Forum

This local authority-based group was founded in 1987, to promote and reconcile prosperity and conservation in historic towns. It has produced a range of good practice technical guidance on matters such as highway, security and shop front design.

Guardian Properties

Guardian Properties purchased the Covent Garden Market buildings from the London Residuary Body (properties formerly owned by the GLC until abolition in 1986). The ownership rights and responsibilities are modified by the powers of the Covent Garden Area Trust, to ensure that the character of the Market buildings and their setting, is retained. Guardian Properties ownership extends to the highway, an area known as the ‘protected lands’. It sold its interest to Scottish Widows in 2000.

Jubilee Market Hall Ltd.

The Jubilee Market Hall traders have a highly visible presence in the Piazza (based on the south side) and make a significant contribution to the vitality of the area.

Metropolitan Police

The local police station is responsible for beat policing as well as crime prevention and consideration of security and traffic matters, in conjunction with other elements of the Metropolitan Police. The police in addition to the fire and emergency services are statutory consultees on a range of matters concerning planning and highways issues.

Onyx UK (WCC) Cleansing Contractors

Onyx UK is the private street rubbish and cleansing contractor for the City of Westminster’s public highway. This means that parts of the Covent Garden Piazza which are privately owned forecourt, (in particular the boundary of Guardian Properties ownership around the Market Buildings) are not subject to their normal contract of service. Onyx does work on behalf of Westminster on an agency basis for some non public highways areas.

National Heritage Memorial Fund

This funding body is currently inviting applications for partnership grant aid for suitable projects in connection with the protection and enhancement of the national heritage. Improvements to the Covent Garden Central Area may fall within the terms of reference for funding.

Royal Opera House

The planned redevelopment of the Royal Opera House will make a dramatic change to the piazza and surrounding district. The Royal Opera House is an important contributor to the Covent Garden Liaison Group that discusses matters including planning and highways improvements.

Scottish Widows

This landowner has responsibility for some of Covent Garden’s most important buildings, including the Jubilee Market Hall, London Transport and Theatre Museums and Bedford Chambers.

The Millennium Commission

The Millennium Commission is the grant aid decision making body for important projects to celebrate the Millennium. The Royal Opera House redevelopment project is part funded by a grant from the Commission.
